Sheffield Wednesday Faces Serious Challenges, Declares Football Regulator

'We are going to be a part of football's future' - football oversight chief David Kogan

The Championship club's persistent issues represent a a "serious issue" and the football regulator is seeking powers to examine team situations in comparable cases, the newly appointed chairman the official has stated.

In a wide-ranging interview, Kogan, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four fan organizations connected to the Championship side this week.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club failing to pay players on time on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a major concern for the league and a significant problem for football," the chairman stated.

"The club represents one of the iconic names for football in England and recently we have met fan representatives.

"We are seeking authority... which will permit us to bring the club and similar situations referred to us if they warrant scrutiny and acted upon."

Financial Struggles and Ownership Situation

The team's struggling chairman the Thai businessman suggested earlier this year he would be open to selling the club at Hillsborough, but he has not been able to secure a deal with prospective buyers.

Missed wage deadlines on time in March and May resulted in restrictions being imposed by the league officials in summer, preventing the club from carrying out any recruitment activities for the following recruitment periods, although the ban was rescinded in the end of the transfer window.

Regulator's Perspective

The chairman stated: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a community organization that has existed throughout their lifetimes in multiple situations.

"I fully appreciate the club's situation, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the followers."

When asked if the oversight body could require an proprietor to divest a club if they are considered unfit, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But the chairman emphasized that forcing owners to sell clubs would be considered the final option and the oversight body would choose to collaborate with owners.

"Our least desirable course of action is commence engagement with an individual club, an particular chairman, without being able to work with that proprietor to address the issues that the club's facing and the owner's facing," Kogan said.

"But the truth is, when you review the record of football, over the past few decades there have been certain proprietors, few in number, but some who have been irresponsible in the approach they have taken toward their organizations and finally decline to assume obligation for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with officials from numerous teams to lay out the remit of the regulator on Wednesday and insisted it was a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the world of football gets it wrong, the remarkable development accomplished might evaporate rapidly," the regulator warned.

"And that's what nobody wants in the context of the English game is a major achievement - we've got to keep it going.

"Substantial financial resources entering the sport and has been channeled for the last 20 or 25 years, because there are no assurances it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on potential dangers and naturally, of the coming seasons."

Premier League Concerns

Top flight officials resisted the formation of an authority because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an commercial operation of the top division.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of this country. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a significant confidence."

Ideological Links

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the political party in 2020.

The chairman contributed funds to Culture Secretary the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
